Andijan region: ex-hokim sentenced to a year imprisonment (sentence suspended)

The Tashkent Municipal Court sentenced Kobuljon Obidov, former hokim or governor of the Andijan region, to a year imprisonment (sentence suspended). Some reports indicated that Obidov was charged with orchestration of the May 2005 events in Andijan.
The trial took place behind the closed doors in the town of Chirchik not far from the capital of Uzbekistan. Sources maintain that the prosecution mostly centered its case around the charges of abuse of power and dereliction of duty.
Obidov ran the Andijan region between 1993 and 1996 when he was transferred to Tashkent and made a senior deputy premier in charge of agriculture and water industry. He became Hero of Uzbekistan and was awarded the Gold Star (the highest decoration in the Republic of Uzbekistan) on August 28, 1998. Obidov returned to Andijan as the regional hokim in 2000 and performed these duties until 2004. Emergency meeting of the Andijani Regional Kengash (council of people's deputies) on May 25, 2004, subjected Obidov's performance to scathing criticism. President Islam Karimov himself was present at the meeting. Obidov was relieved of his duties. Arrests of senior officials of the Andijani municipal and regional administration began in the wake of the tragic events in this city. Obidov was arrested, and so was Saidulla Begaliyev (the hokim during the period of unrest).
Human Rights Watch claims that 22 Andijan-related trials took place in Uzbekistan between September 2005 and July 2006, including the trials of some officers of the municipal police force and Andijan jail wardens.
